Step 1: Get a private network-enabled router
If you try this method, the first thing to do is to get a WiFi router that supports the private network feature.

Step 5: Join your Apple TV to your router
After making the settings, connect your Apple TV to your router.
If you want to use the Ethernet connection, relate the Ethernet cable to your Apple TV with your router, then your Apple TV should be using the private network.
If you want to use the WiFi link, configure your Apple TV to connect to your WiFi network:
- Switch on your Apple TV.
- Go to the Apple TV Settings.
- Now Tap Network.
- Tap WiFi, then connect to the network you have built on your Windows computer.
